The rise of illegal tobacco in Australia tracked in wastewater (abc.net.au)

Whatever one thinks of tobacco, it goes to show that overcharging for items creates a new market. The Australian government wanted to address a health issue and ended up funding organised crime. It's Al Capone and prohibition again.
