Google Drive outage – at what point is slow, down?

Google Drive has been down for a few hours. It's marked as a "Service information" rather than "Service disruption" or "Service outage".

Isn't that a bit disingenuous if the slowness is infinite?

It is not even just slow, things like Share doesn't work at all. It is beyond disingenuous, it is flat-out a lie.
