Twitter's approach to account deletion. Does this have any purpose?

This is the only example I have encountered; when you close your account on Twitter it prevents you from creating a new account with the same username or email.

This is neither practical or useful security, it does however put barriers in the way of return customers.

Does anyone know of websites that also use this approach? What is their justification for it?
