Easy, chop the 'to target U.S. ....' off the end and start with just Justice or DOJ. The key part missing from the Reuters is the action taken

Why do attackers need domains, instead of relying on a list of controlled IP addresses? That seems incredibly fragile.

Decoys. Have them celebrate the win while doing other stuff. It is the same tactic used by cartels. They have small time mules run around vulnerable on interstates and getting caught by cops to occupy their time while they move larger loads conspicuosly.
