Ask HN: Do you also notice CNN's poor English?

The title[0] of the following CNN's article is - "Trump admin sends Saudi nuclear deal that includes enrichment pathway to Congress". What the hell? Why couldn't they write it like this instead: "Trump admin sends Saudi nuclear deal to Congress with pathway to uranium enrichment"? And there are several better alternatives to their title.
