Canada in fact has a “brain” drain problem. There aren’t many high paying jobs and interesting opportunities, so people are educated and paid by Canada and then work and pay taxes in other countries.

And when the grant money runs out they'll just leave because we have no solution for the lack of VC money which means no startups.

It's telling that AI was basically invented in Canada but most of the AI companies were founded in the US.
