Why does the article title imply that VW is going to build weapons but the second paragraph then clarifies that the plant will be sold?

Isn't that purposefully misleading?

Aye, I noticed that too, and I also noticed the bit about struggling car maker. It's a complete propaganda piece. But what else would you expect from the times of Israel
