KATE worked quite well on last time I had to use Windows. I doubt KDE will be doing any of the lame things MS has been doing to Notepad.

The Windows 11 notepad is so bad in so many ways that I reverted to using the older notepad instead.

I've reverted to an actual paper notepad.

For actual notes, yes, but a paper notepad can't cover all my needs. It's pretty hard to copy/paste to a paper notepad.
