I cannot think of someone who has more fluency in the combination of technology, diplomacy, and cultural insights.

The race is happening, cannot be stopped. But can be shaped. Huang is best positioned, in my opinion, to shape it given his fluency across the technology, diplomacy, and different cultural values (China / America).
