U.S., Russia stripped human oversight from global AI weapons pact (washingtonpost.com)

This might be the most dystopian shit I've read so far, it's disgusting and terrifying.

As if accepting we are sheeps and governments are shepherds

>The U.S. and Russia do not champion multilateralism — which requires countries to work together to reach agreements — and can use “political capital to exert pressure on other states,” she said. “They have the power to block any significant progress that is made by the vast majority of states who do want to move forward on a binding treaty,” she added.

I thought Russia is isolated and nearly bankrupt.

What political capital exactly does Russia have to exert pressure on other states?

What power exactly does Russia have to block any significant progress that is made by the vast majority of states?

This attempt by Washington Post to dilute American responsibility for weakining the pact doesn't look too convincing.
