A roadmap imo should be aligned with your project goal and therefore predetermined expected outcome. by inspecting and adapting a roadmap should not be fixed but most likely be 'adaptable', keeping in mind the set goals you're working towards. The farther you look ahead the more unclear will be the more likely the roadmap will change, that's the way it is in complex domains we mostly work in, so I agree with the 12 month roadmap is more like probability than a promise.
