I'm not sure why this should be considered hilarious: it's an optimistic view of what our office manager does pretty much every day.
I didn't get the joke either...
I'm missing the hilarity, but I'm British and everyone knows our sense of humour is slightly off.
I think our sense of humour is dead on, its the rest of the world (America in particular) who's humour is a little bit off.
I was also going for the other thing us Brits are known for, our famed modesty.
After watching some shows / series produced in Britain I can say for sure I like your kind of humour way better than most of the stuff you can see in TV at prime time (in Germany)
It's not at all funny, but it's good: it's a detailed, honest look at the life of an office manager. I like this 'day in the life of' approach to providing a job description.
Is the joke actually on us? I don't get why this is "hilarious".
That's surely the most honest job description I read in the last... I don't know, like since I read job discriptions!
What motivates to spend so much effort on a job posting for an Office Manager position?

Is this someone who needed a creative outlet or is there a specific goal?

The Office Manager interacts with pretty much everyone in the company... they're a pretty important part of any company. I prefer to call the role "Support", rather than "Admin" or something similarly distant.
On a day-to-day basis your office manager may be more important than your CEO.
