Ask HN: Has anyone submitted a .me Premium domain proposal?

I'm looking into a .me premium domain which steers you to their Development Program. Unlike a lot of other domain purchase sites, .ME appears to request a business proposal for the concept vs. a price for the domain.

Has anyone had any experience with this? Pros vs. Cons?
