Ask PG: The 10x programmer: What linux util, and what about people?

Spent the morning in #ubuntu asking about the idea of a "10x programmer". I've got some rather benign and uninteresting answers. Is this a very domain-specific thing? And what role to people play in this? Inspiring people is a very powerful thing ( this coming from a programmer nonetheless )
