That is why they stopped. OSX is the name of the operating system now. They don't want to ditch the 'X' which is so ingrained now. I thought that was obvious.
On a second note, I wonder what 'About this Mac' says about the version number. 10.9 was the last one. 10.99? Then 10.999? I kid.
Ah, it seems you are correct. They have already been using that notation for awhile. For example, the latest version is 10.8.4 (not 10.84 like I thought).

10.8 is the current. I haven't downloaded the beta yet, but I'd bet on 10.9 for Mavericks. After that ("Yosemite"?), probably 10.10, etc.
There's predecent all over the place for diatomic versioning (vs. decimal, maybe there's a proper name for it?), but Solaris is a good example for operating systems. Sun went to major rev 5 with the first version of Solaris. Oracle inherited 5.11 (minor rev 11, marketing name "Solaris 11"), and will presumably keep on keepin' on.
It will be interesting to see whether Apple's choices of "inspirational California places" will be the obvious and cliche, or relatively obscure and interesting. "Mavericks", though I don't like the word itself, suggests something more toward the latter. "Yosemite", no matter how deserving, would prove me wrong. Maybe it will be a mix of both.
Either way, they can stick with that theme for a good long time!
Some other things:
There is no consistency in the gradients. Some look like they are curved in and others are curved out. The photos icon looks like a logo. The game center icon reminds me of ugly "Web 2.0" buttons.
There is some excellent new design in IOS 7 but the home screen is terrible.
