Ask HN: Which TLDs will be most resistant to takedowns?

As a US citizen, I currently hold a private .com. Although I do not plan on being in a situation in which the US government would seek to take down my domain, I would still like to at least be informed on the issue.

Which TLDs are most resistant to US takedown? Which are the least resistant? Are there any good links that can explain to a (legal) layperson why?
