Ask PG: Resubmission of same article?

I noticed that the cease and desist from abovethelaw.com appears to have been submitted twice, with nearly identical URLs;

https://news.ycombinator.com/item?id=5902628

I think this is because if a URL is submitted with a trailing "/", the same URL can be re-submitted by truncating the / later. The converse is not possible, however. This may be deliberate, though if so I'm not sure why it would be.
