Django or Ruby On Rails for ultra fast web development

I am a PHP programmer looking out, thanks to the HN community. Out of Python / Ruby what would suit my need of developing web apps at the speed of my current PHP speed of development as well as adequate security. I am not looking at performance as the latest benchmarks put both at the bottom of the ranking.
