Freeway Cameras OCR and Track People and Vehicles by License Place? (google.com)

I noticed all the cameras today in a new light. Is there any evidence that they are OCR-ing license plates and using that to keep track of locations of cars? I read recently that many police departments do this with mobile cars, but wouldn't it be simpler for them to do it from stationary cameras already in place?
