Update the db to store "$" and cents values

Sometimes you just can't make this up.

A bug report this morning from the UI and BA group: "Update the db to store "$" and cents values (in payment [amount] fields) so they can subsequently be used for display elsewhere"

Anyone else see an issue with this?
