Why is India thought of as one big city? (businessinsurance.org)

the article is interesting i guess, but every other place has a city listed, but number one is India. Just India... can't be a little bit more specific? I'm curious if anyone knows if this is on purpose that the whole of india is growing in tech or this guy was just too lazy to find a single city that really emerged as a new "silicon valley"
