I would assume its because there was already a bunch of fiber out there from the whole iProvo thing.
The article is nothing about what you're titling it. You are simply speculating, most likely inaccurately, about Google's motivations here.
Why was parent downvoted ? He is right, this is pure speculation.
Because there was fiber there before there was the NSA.

PS: Linkbait

The NSA facility is not in Provo, it is north of Provo by about 25 miles north near Bluffdale. Furthermore, Google isn't building out Google Fiber as much in Provo as it is simply acquiring the existing former municipal fiber. The article also doesn't mention the NSA. No news connection here, and the title here is misleading.
Provo is a budding university town. Bluffdale is where the NSA data center is located. That's more than 20 miles away.
