5 million out of 500 million = 1% of the code needs a rewrite. Sounds scarier when you use the big numbers.

I smell bullshit, unless the entire thing is procedural and so not DRY it's not funny.

Is 500 million lines a reasonable number for this? I've never worked on anything remotely like this, but 500 million seems like a crazy high number.
