Ask HN: Where'd one go to hire someone for a one-off ~hour-long scripting task?

I suspect that someone who knows what they're doing could knock this out in an hour or even 30 minutes. I've written up a specification on github.[0]<p>How would you go about finding someone to implement this? How long would you expect it to take? How much would you expect to pay for it?
