What would cause an application take the same amount of time per function?

Hi there,

I work in devops and have an application provided by the vendor. It's installed and ready to go. I believe the app is written in ASP MVC and runs on an IIS box.

My curiousity is that all functions by the software take 8 seconds. Loading data, refreshing pages, writing pages. It's very odd to me and makes me curious.
