Ask HN: How did News.YC design their ranking algorithm?

I know, from this link https://news.ycombinator.com/item?id=231209, that news.yc's ranking algorithm is simply (p - 1) / (t + 2)^1.5. I was intrigued to know how did they arrive at this algorithm?
