This is clearly a step in the wrong direction. I can't help but think that the 700MHz spectrum will soon be so valuable that public/government control will be inevitable. Unless some new wireless tech is discovered.
If AT&T is successful, it is the beginning of the end of an equal internet, where the little guys have little chance to disrupt the establishment. If AT&T fails, it will dissuade other ISPs from attempting the same.
Companies, _especially_ startups, who sign on to this scheme harm the very ecosystem which granted them the opportunity to succeed in the first place, and make it more difficult for others. Those who do so should be shunned.
