Ask HN: Need help finding pay by minute/call International VOIP Company

I need help finding an international pay by minute or pay by call VOIP company that charges to the customers phone bill when they call. It is for my iPhone jailbreak/unlocking over the phone service.

I would prefer the company to have a Caribbean phone number since that is where I am located. Anyone know of a company?
