Russia's banker thieves remain above the law (independent.co.uk)

I accept that Russian bankers are getting away with various forms of theft and fraud. But so are the bankers in western countries like the USA and the UK (too big to prosecute). It is like this article's refrain of "In any other country,", "in most countries", etc is not only unaware of the same thing going on everywhere but intentionally ignoring it.
