Racist Forums (chimpout.com)

I stumbled upon this abomination by doing research on a photograph from a photoset on Distractify (http://news.distractify.com/people/complex-humans/?v=1), and it made me figuratively cry blood.

Free speech is indeed a right, but it seems strange to me that the global community in general is not legally opposed to organized hate. Is there any tangible and enforceable policy that can be invoked to take down things like this?
