Ask HN: Resources for requirements elicitation

Typically on HN we discuss more technical issues - we place an emphasis on the "how" part of solving business problems.

Just as important for a developer/IT organization, however, is placing an emphasis on the what and why phase of solutioning. In other words, as a developer, how do you get good at getting at exactly what the user is trying to solve? Does anyone have any resources on requirements elicitation and things of that nature?
