Terms and Conditions for recruiter

Hey,

I remember a while back there was a story about a startup defining their terms and conditions for recruiters, instead of accepting the terms and conditions of the headhunter companies. Unfortunately I don't recall the name of the company or the URL and was unsuccessful to find anything so far.

Does anyone have the link to that article? Or does anyone have any experiences with dictating their own terms to recruitment companies?
