It's the only significant power plant IN Gaza, but it is not the only power plant supplying Gaza. Gaza also gets power from Israel and Egypt, although a chunk of the former was knocked out a few days ago when Hamas rockets took out an Israeli power line that fed power to Gaza.
Also, the plant was not bombed, according to a power company official in a press statement. He said the surrounding area was shelled by tanks, and the generators were damaged by this.
Target was not the power plant but fighters in adjoining buildings. The electricity problems have 3 causes :
1) they attacked the Egyptian state, which has mostly cut them off (Hamas and the muslim brotherhood are somewhere between one organisation and allies) [1]
2) they launch rockets into Israel, one fell on the power line that supplies Gaza [2]
3) Hamas decided to stage a battle right next to one remaining source of power. The power plant itself was not a target and is not that badly damaged.
