Facebook Development Environment

I am looking at the best way to start developing for Facebook. I am leaning toward using PHP, and would like to eventually add Flex or Flash to the mix. I have looked at the .NET kit on Codeplex as well, but it doesn't feel right to me. What is the best IDE setup for a newbie like me?
