It's the other way around: it's easier and cheaper to brute-force the output power by increasing the input power, than to minimize inefficiencies.
That said, 1600 W is over 2 horsepowers. Seriously? That's pretty much a decent boating outboard motor; what exactly is all that power needed for? (Note that water-using, commercial and stationary vacuuming systems, where such power consumption might be reasonable, are explicitly exempt from the directive.)
