Ask HN: What is your minimum engagement threshold to define a user

When talking to investors, what is the minimum level of engagement do you use to define a user (i.e. a signup) as a user. e.g. If you have signups that just log-in a couple times and don't come back, would you continue to keep them in your user stats?
