“Ranking of CS Departments” (flagged to death)

I am so disappointed that "Ranking of CS Departments" was flagged to death! (https://news.ycombinator.com/item?id=8492371)

This can't be it! CS departments DO rank by "number of publications" and this is something we need to have a closer look at.

Upvoting is valid and not "we need to stop this type of junk on Hacker News" (the comment, just before it went dysfunct).

I decided to study CS at KIT based on the ranking: It is number 1 (in Germany) based on this "most publications per year" ranking, as (the article suggests) MIT is number 1 based on it (in the US).

In the end this turned out exactly as a problem (which the article implies): Just publish many papers with buzz words.

So are we ranking (universities) based on the right criteria?

Harvard, Stanford, Berkley deserve this discussion!
