Is it sarcasm? That seems perfectly reasonable to me.
Aberdeenshire is in Scotland. The explanation will almost certainly be that the site fencing was on hire, and no-one bothered taking off the old signs.
Ah, I wasn't paying attention. Nonetheless, 'mystified' seems a bit strong. The US isn't bilingual anything, but I am not mystified when I see signage in Spanish as well as English.
Maybe they were just over-reacting... It doesn't really bother me if a road sign is written in a different language as long as I see a translations or something. That is all that matters really.

There are few speakers of Welsh in Scotland, even fewer who can read welsh.
It would be as odd as having French-English signs in the US.
