France has been welcoming people from their African ex-colonies for years - Algeria, Tunisia, Libya, Sudan, Nigeria, Gambia, etc. At the same time they treated east Europeans as as something even worse than those above.
I assume that you're trying to make a point that you believe is relevant to this article. Don't force people to guess. That's tedious. What is your point?
The table (which unlikely the map takes population size into account) actually indicates it's Sweden and Belgium we should be worried about, not France.
A bit of context though: immigration from south-eastern countries (Romania, Bulgaria & Serbia) to France is a phenomenon that dates back to less than 10 years.

Saying that roma people have been treated as scum in the last ten years in France is absolutely true. Saying that african immigrant have been welcomed in the last ten years is absolutely false.
Please go and read reports by HWR, FIDH, Cimade or even by official bodies such as Frontex, OMI, etc...
France is, year after year, treating migrants as scum. Go and read about what is done to afghani refugees in Calais. Go and read about what is done to syrian refugees in Paris. Go and read about the exactions in the last few days on muslims or supposed muslims. "Les arabes dehors" accompanied by a svastiska, tagged on a mosque is not my definition of "welcoming people".
Immigration to France, per year, is in the low hundreds of thousand, for a 65M people country. Peanuts. A non issue, yet the only thing some people seem to be keen on discussing. Blatant corruption, tax evasion cost dozen of billions of € per year (official source, not me making it up!!). That should be the number one issue...
It took less than a few hours to find the motivation and the perpetrators. There were no suspects to begin with. The next day they were announced dead and this will be used as a reason to send more NATO troops east.
Simple truth. Very fast and very convenient for the NATO isn't it?
