That doesn't reflect my experience at all. Simply coming up with ways of describing problems that lead to constructive solutions is difficult. All code has bugs. All code should probably be refactored. All problems have enough detail if you really examine them carefully that any number of challenges could emerge from them. The question is more of balance and philosophy. What can be done and what might best be done. Challenges with hardness ratings sounds like some silly web game: flappy programmer. Have fun with that if you must.
