Non-smooth video in games

Why are cutscenes in games still a stuttery mess? Recent examples: Alien Isolation, Homeworld Remastered.

Its perhaps more noticeable on PC, but exists on consoles also.

This has been bothering me for as long I have been playing games that has cutscenes (20 years?).
