Here is an idea for the credit agencies out there. Offer two factor authentication. If someone wants to run a credit report against an individual, provide a pay for service (<5 per month) where users can opt in for a two factor PIN. They receive an alert when a credit run is attempted, and can provide that pin for access..

This offers the alternative to locking your credit report for X years. Instead, you lock your credit report, and only opt out of locking when providing a new job/lease/apartment/utility a one time pin for checking the report.
