Carrier Phone Unlocking

We are looking to have cell phones carrier unlocked for use on other networks, globally. The unlock method needed to have these devices fully carrier unlocked (no chance of relocking) is either by carrier or manufacturer engagement preferably. These unlocks must be a one time action. Meaning that these units cannot be flashed, jailbroken, rooted, firmware unlocked, or IMEI swapped as it will result in the devices being relocked by the originating carrier to their network. If unlocking Apple devices (iPhone/iPad), these devices HAVE to be authenticated by Apple's server. Please advise without this authentication, unlocking Apple devices will NOT work at all. Detail records that are available to the client will show that those devices were authenticated and released by Apple. Can you please help me find the right person ?
