Ask HN: Does parallax effect have any practical value?

I am a web developer and I have never had to implement parallax effect. But looking through many pages that use it I can't keep but wonder what it adds to the page. Is it just flashy a novelty or it contributes to usability in some way that's not immediately obvious to me?
