This move discriminates against those with limited home internet. The change means you can't just manage when big downloads and upgrades will occur. I can think of a stack of circumstances Ive been in where a large auto update is a terrible thing, think 100mb daily limit at the local library for example.
Windows 10 has a metered internet connection option, I've not messed with it, but it may deal with this in one way or another.
