I just checked my phone, There were 3 verizon networks in there I don't recognize. I'm using a regular SIM.
Seems like a smart way to do it, but that relies on having another always-on system standing as the server. OP's solution only requires the one device, the rPi unless something needs to be changed.
Pretty sure they're "required" in Germany and cannot be disabled by the user. You travel to other countries, you abide by their laws. This is no different.
