Two things just occurred to me: 1) The built in air compressor is so it can maintain cabin pressure in space. 2) The shape might have some optimum cylindrical packing arrangement for starship's cargo bay.
Only by convention and precedent. FDR's threats to pack the court certainly influenced them and if implemented would have subverted them.
It doesn't matter that it looks like flutter. It matters that flutter will be able take advantage of it.
