I would say the main reason for the popularity is because it allows web devs to create apps for desktop with minimal effort for all available platforms.
You should step out from your bubble. Majority of the world still runs Windows on their desktop.
Dead? They still develop it, and I don't see a reason why you would start a new app in Win32 or WPF.
