Yeah, if you visited before 1630 you'd have seen the one for today (25th). They've been having ongoing issues with Actions so implemented a maintenance schedule to alleviate the load....temporarily I hope.
If you read the status pages you'll see GH actions is under scheduled maintenance from 12 to 1630.
Go down to the scheduled maintenance section. Actions was in maintenance mode from 12:30 to 16:30....should be back soon.
