Anyone within Amazon can look at code contributions. The manager results he's talking about are also public. I think this gives a sense for the other side of the story here.
Code contributions are public even if you don't have commit permissions on team packages. You can look at anyone's code reviews. Caveat being secret projects. However that's not the case here.
